I GAVE the American Ambassador on the 17th instant, confidentially, a copy of the Memorandum which I had given to M. Poklevski about Manchuria.* *

After reading it, he expressed satisfaction with its contents, as well as general satisfaction that our conversation this afternoon had shown so much agreement between the British and the American Governments.
